21. Method of modeling the process of air facilities detection by ground surveillance radar in conditions of active noise jamming [№2 за 2013 год]

The article considers the conceptual issues of the air objects discovery process modeling methodology by ground surveillance radar in conditions of active noise interference. The aim is to implement this process in a computer train-ing system for combat units staff of radio-radar troops. The analysis of the status and prospects of air and space attacks and used tactics shows that one of the ways to overcome the air defense system is intensive using of radio interference. The spe-cific tools of electronic warfare are in the inventory and using constantly. These tools allow making both active and passive noise. While simulating the radar detection process of air objects by ground surveillance radar it is important to consider the possibility of the task performances in a complex jamming environment, to take into account the noise creation features and radar interference attack. There are papers showing the approaches to the construction of active noise interference models. However, these approaches are impossible to implement in the ground radar model, operating in real time in a complex fluid target and jamming environment. The purpose of the article is to prove the rational and easy to implement in real-time meth-od of modeling the process of ground radar noise interference. The article represents the formulas correlations for calculation the fact of target detection and detection range in the conditions of noninterference and active radar jamming. The article contains illustrations modeled ground radar active noise interference on one of the Air Force radar using the method described in the article.

22. Methodical issues of analysis and design of advanced hardware automated system [№2 за 2013 год]

The article describes methodical issues of analysis and design of hardware automatic control system (ACS) of Russian Federation uniformed service. Three primary scientific targets of hardware ACS analysis and design are emphasized, their formalized statements are shown. Measures of efficiency that can be used while estimation of hardware ACS alternative development are considered. There are proposals to achieve chosen targets at the stages of hardware ACS life cycle. The au-thor presents grounds of complex of characteristics determining the efficiency and quality of hardware ACS and gives rec-ommendations how to use rational particular system quality indicators.

23. Methodology of creation of knowledge bases control systems for intelligent systems of decision support [№2 за 2013 год]

The methodology of creation of knowledge bases control systems for intelligent systems of decision support is considered. The architecture of knowledge bases control systems and all its components is defined. The offered architecture of control systems is considered as development of architecture of knowledge bases control systems. Questions of offered ar-chitecture orientation to existing formalism of knowledge models creation and to methods of automatic decisions search are stated. The descriptions are based on a formalism of semiotics knowledge model which is interpreted as a multimodel struc-ture of knowledge representation. The multimodel component belongs to semiotics model and includes: semantic networks, frames, formal models, production, computational models. There are inductive and deductive components of knowledge de-scribed by semiotics model. The inductive component includes means of knowledge description. These means help system users to define problems, describe multimodel knowledge structure of subject domain, logic of the problem solution of expe-ditious decision-making. The formalism of language of knowledge definition is one of these means. The main feature of a deductive component of semiotics model – representability of knowledge of management purpose achievement means in it. This knowledge looks like the ordered set of procedures, models and ways of their using (management on models) for the so-lution of tasks in multimodel knowledge structure. The formalism of knowledge manipulation language is taken as a basis of a deductive component, it is a mean of statement and finding solutions for solvable problems of decision support. There is a notion of concept of task resolvability in a knowledge model. The description of determination methods of task resolvability and planning of its decisions search processes is provided in semiotics knowledge model. Stages of finding solutions process-es planning are defined: finding the algorithm of problem solving; algorithm interpretation for receiving the result. Scopes of knowledge bases control systems are described.

24. Combat operations modeling in operational-tactical and tactical simulators [№2 за 2013 год]

The article considers the structure and contents of naval forces combat operations models as a design basis of operational-tactical and tactical simulator systems for crew training of command centers and ships and squadrons control posts. Combat operations modeling for operational-tactical and tactical simulator systems must reflect basic content and all main phases of ships and squadrons combat operations. Simulator systems models must include their forces models, enemy forces models, co-operation forces and surroundings models. These models contain objects models, means and weapons models and combat operations models. The complex of combat operations models represents knowledgebase of forces com-bat operations in different conditions.

25. On some unsolved problems of the Mathematica system [№2 за 2013 год]

The capabilities of the program complex Mathematica at its application for analytic and numerical computa-tions are described. The number of examples shows that the issues of processing (simplification) of rational fractional expres-sions involving the general form powers have been implemented in the Maple system more carefully than in the Mathematica system. The article demonstrates an error in the Mathematica system that leads to an incorrect work of the user’s program at a function body change. For each example of symbolic or symbolic-numeric computations the alternate routes for solving the emerged problem are proposed as far as possible. One more problem of the Mathematica system has been revealed by the ex-amples of the computations of two-dimensional gas dynamics problems: the program written in the language of this system calculates by one thousand times slower than the Fortran code.

The magnitude of the process energy consumption is influenced by many factors: the circuit configuration of distribution networks in the billing period and the parameters of its elements; circuit transmission lines and the nature of the connection load, parameters of the network mode, the interaction of different electricity streams, incompleteness, inaccuracy, ambiguity of the initial information, the degree of reactive power compensation, power quality, the actual state of electric mains. The task of normalization is the highest possible valuation of factors significantly affecting the value of the technolog-ical standards of energy consumption. There are methods and algorithms of losses modeling realized in the form of in DELPHI program system for estimating the error rate of the square form by simulation modeling electrical loads diagrams for the duration of a continuous function allowing to improve the accuracy and flexibility of the energy losses modeling in distribution electric mains. The article of-fers dependences for shape factor of exponential dependences load diagrams. Simulation takes into account the errors in the calculation of the loss of the head portion parameter uncertainty associated with the measurements of electric power supply, voltage, coefficient of the head section load curve and specifying resistances depending on the ambient temperature. Software system is operated to plan and regulate the energy losses for electricity distribution networks of Azerbaijan power system.

The article considers the process of pedagogical tests system creation using criterion-referenced approach. The dependence of the estimation accuracy of latent parameters using the Rasch model from probabilistic characteristics of subjects was elaborated. A model of the test specialists description is proposed as asymmetric with respect to zero allocation in a positive direction. The task of minimizing average variance of level of testee expertise estimation in reference to tests har dness is completed. The optimal distribution of task’s easiness for a given distribution of level of expertise was elaborated. The optimal distribution of the tasks for a given distribution of level of expertise was found. The dependence of the optimal distribution of test’s tasks as a deviation from the uniform distribution was found. There is a dependence of tests error variance from the level of testee expertise when uniform and optimal distribution of test’s tasks. The dependence of test’s tasks optimal distribution for a group of subjects with level of expertise symmetrical distribution around zero was elaborated. To minimize the error variance it is necessary to construct a simple test below the average level of testee expertise and more complex tests than the average level. An interval of level of testee expertise distribution should be doubled and aim for uniform distribution.

The article describes practice in hardware implementation of basic functional systems of information security measures on PC. There is a brief overview of technical characteristics of variable logic integrated circuits f.Altera. The article gives variants of functional modules architectural construction. It also considers the variant of the Ethernet secure network hardware implementation. The aspects of cryptographic algorithm hardware implementation are described. The article sug-gests the author\'s method of implementing a substitution block of semi-fixed keys. It also suggests the author\'s method of de-veloping a pool of random numbers based on an analog sensor of random numbers. There are author\'s suggestions on pro-spective lines of development concerning hardware implementation of information security measures.

30. An indicator of engineering-economic analisys and the choice of ground-based radar alternate design [№2 за 2013 год]

The article offers the new indicator of engineering-economic analysis and the choice of ground-based radar al-ternate design. It based on indicators convolution of tactical technical specifications (output performance) and maintenance engineering specifications. The article shows how difficult is engineering-economic analysis of ground-based radar alternate design for aerial objects detection and upgrading the existing radar stock. This difficulty connected to the need to use a lot of different indicators for evaluation. When solving multi-criteria and multivariable tasks and combining special indicators into one there is subjectivity of an experts group. Using linear search of radar parameters for estimation is time-consuming and of-ten gives questionable result. To speed up an enumeration of possibilities and to simplify the choice of preferred alternate, new indicator is developed. It allows eliminating uncertainty when making final decision. Offered indicator of engineering-economic analysis and the choice of ground-based radar alternate design based on quantitative assessment of the potentials for radar which implemented in a detection area formed using radar energy characteristic (detection range, positional accuracy, interference resistance); maintenance engineering using that determines possibilities of radar combat capability realization. They include: reliability characteristics (faultlessness, serviceability, endurance), radar cost performance (development, production and direct operat-ing costs) and finance resources depending on element base, radar design features, repair suitability and so on. This method is useful when upgrading existing radars and designing new air surveillance radars.
