41. Automated software system of data collection procedures [№2 за 2013 год]

The article describes the software system architecture for automated data collection procedures using mobile terminals. The software system includes three modules: mobile terminal, server and integration layer. There is a description of all parts of the software system. Special attention is given to the description of the principles used during system develop-ment. The article gives a detailed description of the system server components that used to exchange data between distributed system components. The possible working options of the server software are described. The article also describes possible ways of implementing the mobile client which consists of two subsystems: a set of demons responsible for transporting data and system statistics gathering, mobile terminals used for user interaction.

42. Bundled software for performance evaluation and tax policy optimization in federative systems in regional tax competitive environment [№2 за 2013 год]

Recently the tax relations issue is emphasized in Russian Federation. It is a relevant objective to research tax relations in order to optimize them. Furthermore it is necessary to carry out an accurate analysis of tax competition influence on attracting investment to regions using the decision theory methods in economic and social systems. In this regard the arti-cle considers a three-tier model of tax competition which consists of many investors, many regions and federal level of gov-ernance. This model includes agent costs on relocation in a chosen region and agent competition influence on investor activi-ty in given region. The bundled software has been developed to analyze this model. This software helps to obtain an optimized splitting standard of income tax rate between regional and federal part, transfer amount directed to regions by the federal level, balanced regional income tax rates and estate tax rates.

43. Computer vision system software for assessment of firing process [№2 за 2013 год]

The article describes computer vision system software for assessment of firing process in rotary cement kilns. The software implements a specially developed method of firing process image recognition allowing real-time automatic as-sessment of the firing process in three parameters: dust, condition of the material and condition of the torch. Recognition method includes the image pre-processing with the texture features matrix construction for image areas; an image partition with a self-organizing map construction; informative features vectors formation on found segments; finding the vector of fir-ing process assessments on the basis of an informative features vector classification using a three-layered neural network learning with the extreme learning machine, with one layer hidden. The software package includes images database and four interactive forms: the form of the operator, the form of program settings, the form of images history and the form of the im-age recognition algorithm settings. The software package is being tested at the kiln CJSC «Oskoltsement» (Stary Oskol). The application of computer vision system software will improve the kiln operators work efficiency, provide the on-line monitor-ing and control of the firing process, include the process visual assessments in the kiln general control system.

44. The software package of investment project efficiency analysis based on fuzzy computing [№2 за 2013 год]

The article offers a formula for calculating net present value of the investment project using loan capital. This formula is different within the parameters of the loan, so you can conjointly evaluate the choice of the investment project and loan conditions to finance it under uncertainty. Investment activity is always conducted under uncertainty: future investment project cash flows, the inflation rate and other indicators are uncertain. In proposed software package the uncertainty is taken into account by putting fuzzy variables into the formulas in the form of LR-type fuzzy numbers. Their parameters have to be assessed in advance, for example, using expert method. Using LR-type fuzzy numbers allows simplifying formulas. As an intermediate result, a formula for the construction of LR-type fuzzy numbers is in the whole positive degree. The numerical example is made in the system of computer mathematics Mathcad to illustrate the practical implementa-tion of net present value calculation. Based on these results a software package «The investment projects analysis with bor-rowed funds» has been developed. The developed software package helps to estimate indexes of effectiveness under uncertainty: investment project stability margin, minimal loan maturity, net present value, internal rate of return. These results may be useful in the investment analysis practice.

45. Design paradigm and interface in hybrid forgings Cad [№2 за 2013 год]

This article describes new approaches for creation of forgings local CAD based on a design paradigm which unites all designing objects in the general project on the basis of parent object, a detail. The design organization of system al-lows adjusting the accounting and the opportunity of a manipulation with set of forging variants and technological processes for a detail of the same designation. Such situation often occurs in short-run and single-part production where engineering changes should be quickly processed by designing system. The developed design paradigm raises quality of technological processes design and serves as a platform for embedding local CAD in the integrated control system of product life cycle. Unlike technological processes design systems of mechanical treatment, forgings CAD is difficult to duplicate on different enterprises in virtue of specificity of forging operations and the forge manufacture organization. The hybrid approach of sys-tem construction is applied to increase intellectuality of forging CAD and to simplify its adaptation to concrete industrial conditions. In particular the interface of hybrid CAD is described. On its basis forging and technological processes designing will take into account saved up know-how of the concrete enterprise.

46. The development contradictions of computer training facilities for classroom training [№2 за 2013 год]

The article considers the problems of creating and using computer training facilities providing theoretical preparation Navy specialists. Computer training facilities include self-study education software, automated education systems and computer education and training systems (theoretical preparation mode) for carrying automated training sessions. High didactical efficiency of automated training sessions using education software is obtaining after sort out differences. The development contradictions of computer training facilities determine problems of creating and using computer train-ing technologies in Navy specialists training. This problem includes several major interrelated aspects: normative-technical, organizational, informational and didactic. The problem of creating computer training technologies using computer training facilities can be solved by education in-stitutions involvement in design work on didactic (and informational) application of education and training systems devel-opment.

One of the main activities of R&D Institute «Centrprogrammsystem» is computer-aided control system design in secured implementation. The article describes relevance issues of this activity. The relevance is proved by Government careful attention which is generally expressed as a wide range of legal documents regulating activities in the information se-curity area. The choice of secured automated system design approach involves creating a multilevel security system. This se-curity system is based on operating system-level hardware-software complex which includes only domestic project decisions. Other security tools components are arranged on general, custom and functional software levels. They must provide se-curity circuit closure and conformance to the regulatory documents requirements of Federal Service for Technical and Export Control on computer-aided systems security. The development of hardware-software complex of information access security «Rebus» completed the part of the task – to create a security system base. The next task – to create a development technology for secured automated system.

48. Development of the automation equipment model of formation of the scenario of air opponent actions for the ships air defence simulator [№2 за 2013 год]

The article considers the need of scenario formation process automation of the air opponent combat activity on the computer simulator for ships air defense specialists training. There is a list of interconnected calculations needed for this task solution. The article shows the algorithm of user actions (the head of training) when forming an initial educational situa-tion before using the instrument of scenario formation automation of the air opponent actions and when using it. There is a list of the parameters defining the degree of complexity of the formed scenario of air opponent actions. As a result, there are conclusions about time reduction when training preparing, and improvement the quality of specialists training when using these tools on a simulator.

49. Development of video surveillance system with visual quality enhancement [№2 за 2013 год]

The article considers the question of realization of video surveillance system based on IP-cameras that de-signed for outdoor surveillance. The major factors adversely affecting the video perception are uneven illumination of the observed scene, weather conditions and camera movement. The system provides the opportunity to enhance video stream quality based on nonlinear image enhancement technology with local contrast preserving in bright and poorly lit areas. The usage of non-linear image correction method allows enhancing the quality of the observed scene in the evening and under bad weather conditions. The method of video sequence stabilization based on the corresponding blocks analysis with the spa-tial-temporal post-processing is proposed. There is a possibility to set up preset scene zones that allows increasing algorithm efficiency in the absence of camera movement. To inform the operator about events in a supervision zone the method of mo-tion detection taking into account three types of movement is offered. The video file format archive based on MJpeg stream is designed. It allows keeping information about movement in the frame. The results of experiments for a movement detector are shown. Data of the stabilization effectiveness and increasing the images visual quality obtained in difficult lighting condi-tions are presented.

50. Development of the training information model of training computer workstation of Navy tactical simulator [№2 за 2013 год]

The article considers the process of development of the training information model (TIM) of the training com-puter workstation (TCW) of Navy tactical simulator. The concepts of TCW and TIM are defined basing on state standards. The TCW structure includes: hardware, software types and information content. The interrelation of TIM and TCW is de-fined. The application software and information content of TCW is developed according to TIM. The article describes the approach to TIM development through defining requirements to TIM. There are separate requirements to TIM: to specialist activities, to the organization of trainings, to estimation of trainee, to unification. This approach is applied in R&D Institute «Centrprogrammsystem» when developing simulators.
