The paper considers the problem of counting people in selected regions for each frame of a video sequence. Nowadays there are no methods that estimate the number of people with high accuracy and which are compatible with differ-ent scenes without changing any parameters or training on a portion of new video sequence. This paper gives a survey of existing methods and presents a new algorithm which extends previously proposed method based on head detection. For head detection the authors use an algorithm based on weak cascade set with boosting. This algo-rithm uses sums of intensity, color, gradient magnitude, gradient filters responses values in rectangular areas as image fea-tures. Detector parameters are selected in order to maximize the detector recall. So that almost all human heads could be detect-ed in video sequence. Due to small resolution of human head in video sequences this leads to large number of false positives. The authors propose a multi-stage filtering procedure whichuses such criteria as detection size, human height, correspond-ence between detection and extracted foreground, temporal stability. Experimental evaluation on open ground truth dataset has demonstrated that the proposed algorithm outperforms previous algorithms based on head detection and shows consistent performance on different sequences without specific tuning.

12. An approach to modeling of parameters optimization for satellite system elliptical orbits [№1 за 2015 год]

This paper proposes an approach to modeling elliptical orbits of the Earth's surface continuous review satellite system to optimize their parameters. For this purpose the author suggests an analysis of options for solving the problemof optimization of such review by a satellite system with elliptic orbits. There are descriptions of the conditions that characterize the motion model of a considered satellite system. The author considers Kepler model of satellite motion in Cartesian (Greenwich) coordinate system with the origin at the center of the Earth. To find the true anomaly the author uses an algorithm that includes a solution of Kepler's equation using a methodof suc-cessive approximations. The paper shows justifying of parameters optimality criterion for satellites orbits, the system of op-timization problem constraints. The author determins geocentric angular radius which changes over time when Earth artificial satellite goes from its perigee to apogee, as well as a satellite viewing angle. The author has selected a criterion function which is a geocentric angular distance between the radius vectors of the satellites and the current point on the Earth's surface at the current time. The choice of optimization parameters is proven. Taking into account the condition thatthe system con-sists of satellites groups and satellites in each group are moving along the same orbit, the problem dimension can be reduced. An optimization problem is stated clearly. The paper shows a satellites motion simulation in the satellite system under re-search using MathCAD2014 environment. As an example, the paper shows the trajectories of the sub-satellite points for three artificial satellites on the Earth map with characteristics corresponding to the characteristics of a known satellite system. The author presents the dependencies of changing the geocentric latitude and longitude of the sub-satellite points from time and visualizes their movement.

SADT (Structured Analysis and Design Technique) methodology and its component IDEF0 is widely used for modeling business processes, software systems, as well as technology and production processes. There is a wide range of CASE-tools to implement SADT methodology. SADT-model construction starts with the presentation of a system as a single unit and arcs representing system interfaces with the environment. It is a so called contextual diagram. Then, this block is decomposed into several blocksjoined by arcs interface. These blocks are the original function subfunctions. Each of the sub-functions if necessary can be decomposed further in a similar manner to achieve the desired granularity. The paper offers a new approach to estimating the complexity of SADT models perception based on functioning features of short-term human memory and transferring data process from short-term memory into long-term. The article considers a model perception factor and a formula to calculate it which allows comparing and optimizing SADT models for a given parameter. The paper contains a perception factor analysis for a homogeneous SADT model (a model with the same number of blocks in all the diagrams). It confirms the known empirical principle: the number of diagram blocks should be in the range 3-6. An analysis of heterogeneous 2-level SADT model has shown that to reduce a perception factor, it is necessary to choose a decomposition strategy so that the number of blocks on the charts decreased when a decomposition level increases. The authors propose to use adaptable fuzzy systems for increasing the accuracy of estimating SADT models perception difficulty. Thus, a theoretical estimate of perception factor should be used as a priori information and experimental data as a training set.

The paper presents a tool for short texts corpus collecting and analyzing. The first module of the tool is a text collector (parser). The second module is a corpora processingwhich consists of two stages: corpus morphological tagging – in order to identify characteristic features of each o f the three classes of short texts; constructing a vocabulary of emotional unigram and bigrams based on the corpus. The statistical weight of each unigram and bigram was calculated depending on positive or negative class of text. Developed vocabulary does not belong to any predefined object domain. Thus, this paper presents a tool for collecting corpus. Also a corpus of modern Russian language short texts was constructed using the developed tool. It is available for public inspection. The corpus is intended to train a sentiment classifier that sorts general-topic texts into two and three classes: “positive” and “negative”; “positive”, “negative” and “neutral”. In addition, the corpus was a base for creating an emotional vocabulary. A statistical weight of the word meaning for positive or negative texts class was calculated for each term or phrase in the dictionary. The results are used to build and train a sentiment classifier.

The article discusses free project management system implementation for effective IT-project management in public sector by the example of "E-government" project that is carried out in Chelyabinsk region. "E-government" is a large-scale project. It includes multilevel structural organization and territory distribution, a large number of information sources and consumers, a large number of various external systems with various information ex-change formats, functions and their difficult interrelations, absence of the full analogs that limit using of standard software solutions. Project implementation in Chelyabinsk region consisted in using a functional model of E-government participants effective interaction: “LANIT-Ural” company and Southern Ural State University (SUSU). They used Redmine free project management system for collaboration. This approach to organization of interaction between project group members allows the integrator to involve additional qualified staff from University teachers and also to develop and adapt students participating in the project toreal projects conditions.

Created in the past to work in the MS DOS operating system and works to this day program products gives us-ers and developers desire to reprogram them using modern tools MS Windows or another operating system. We are talking about major projects to be transferred to the new operating environment and new tools mental tools: data-base and development tools of geographic information systems. The main thing to consider when reworking the project - whether there is a new operating system tool, which is made using the old design. Working in MS DOS common high level programming languages have converters for converting source programs on modern programming languages C++ and Visual Basic. With their help, alteration projects is greatly simplified. However, the old project can be executed in a certain tool environment that does not have a converter that converts the project for the new operating system. Then reprogramming alternative project to one of the modern languages will be converter designs cre-ated by the tool used in their design. This is not about creating a converter for stacerned tool that outlived his own, and to de-velop a converter projects created with the aid of means of. Converter converts old projects and project funds of the old tool used in the old projects. When you create a converter projects requires knowledge of tools used to create the old project, language (s) program-ming language, which focuses on the converter, and those modern databases and geographic information systems to be used in new projects. This work is interesting, time-consuming andrequires a high enough skill performers. Its implementation is useful when a fairly large amount of convertible projects. This article is dedicated to the principles of the development projects of the converter based on the experienceof devel-opment of the converter designs created with the help of the fragments. The task of the converter is to automatically create a project file itself, move the old database to the new (anew database) and old data files to the new files, the old dialog forms converted into new forms. In the beginning of the need to choose a new language and a new database. If the old project hasthe functions of GIS, in addition to choose from the existing GIS.

The paper gives an overview of the approaches to the argumentation formalization and considers the software implementation of the argumentation system based on defeasible reasoning. Decision support systems often contain incon-sistent and conflicting information. The methods of theclassical logics can not be applied to inconsistent knowledge bases. Argumentation is a good way to deal with such knowledge bases. Argumentation is usually considered as the process of cre-ating assumptions to solve the analyzed problem. Typicallythis process involves detecting conflicts and finding solutions. In contrast to the classical logic in the argumentation theory there may be arguments "for" and "against" certain assumptions. It is necessary to show that there are more arguments "for" than "against" some assumption to confirm it. Thus, one argument is not enough to say an assumption is plausible, but the superiority of arguments over counterarguments already does this. The paper also describes an application of justification degrees in defeasible reasoning. Justification degrees allow giving numerical assessment of argument plausibility. The authors propose the architecture of the developed argumentation system. The article presents the following methods and algorithms: the conflict search algorithm, the algorithm of new argument inference, the algorithm for calculatingjustifi-cation degrees and some others. In conclusion, the paper describes the example of the application of the system for solving a problem containing inconsistency.

The work is devoted to software implementation of digital data processing with the *.csv expansion. The data is received from modern digital oscillographs such as Tektronix, Agilent, Aktakom and so on. The program is created in the Lab View environment. The article presents a program flowgraph with separate blocks naming and the description of a block for digital datasaving in the separate document. A restriction of the developed program is a requirement of an identical step sampling of initial signals. The paper describes the advantages of thecreated program: oscillograms processing time decreases, work procedure with big data files becomes simpler, manual processing is excluded. Processing of oscillograms allows equalizing initial time of processed impulses that have a spontaneous shiftfrom each other. It also allows receiving a difference of the processed oscillograms in a separate window. The authors offer using cursors with naming of coordinates for shifting oscillograms. The efficiency of the developed program is shown at inspection of the power transformer using a method of nanosecond impulses to reveal the differences between an impulse-norm gram of a “healthy” transformer and an impulse response of a defective transformer. The paper shows the order of processing oscillograms with findingnecessary sizes. It also presents visualization of initial impulses and their difference, as well as an order of schedule saving in a channel of tests.

High-performance liquid chromatography (HPLC) with multichannel UV-detection has an important place in analytical chemistry. This method allows qualitative and quantitative analysing of substances in unknown samples. Current work isaimed to develop a software system that allows processing and classifying chromatograms. The mining information from input data process includes applying smoothing filters, finding chromatographic peaks and calculating its characteristics called “chromatographic fingerprint”: retention volume, peak area and spectrum. Further processing of receivedinformation is to identify similar peaks in different chromatograms by metric classification of its spectra, followed by transfer chromatogramsto a vector representation, decrease its dimensions and use fuzzy clustering algorithms. After finding main attributes of all clusters the work to optimize analysis method is provided. Optimization is based on modelling the chromatographic process of samples under different conditions. The system reliability depends on the parameters of the algorithms and the quality and quantity of training sets given by an expert. The developed software solution allows diagnosing of diseases including cancer, based on serum samples analysis (sample composition isunknown). It is also possible to use it in other areas of analytical chemistry, such as drugs standardization, foods and dietary supplements.

The article presents the developed software tool for studying the dynamics of chemical fiber spinning techno-logical processes. The chemical fibers production from melts and polymer solutions is one of the most innovative industries. Its main task is fiber creation with desired properties. This objective is implemented using spinning technology. Modeling is one of the methods for existing technologies researching and development of new ones. Modeling includes determining the quantitative relations between the conditions of production processes, the fiber structure and the obtained material properties. Modeling allows you to change technological modes and minimize experimental costs at the same time. The proposed system is used for modeling the fiber spinning process dynamics. Two types of fibers spinning are support-ed: spinning from a melt and aerodynamic spinning. The program is a Java Desktop application that has an intuitive graphical interface. It can display the technological scheme of the chemical fiber spinning process, the relationships between scheme elements and their characteristics, edit the parameters of scheme elements, calculate the forces acting on the fiber, display the calculated data in a graphic way. Result file export function was implemented to explore the results in more functional sys-tems. The application also has the ability to save a project into a file for next using. The application implements numerical methods for solving systems of nonlinear ordinary differential equations, method of grids (finite difference method) in cylindrical coordinates given mobile boundary, the interpolation cubic splines experi-mental dependencies. The system proposes some algorithms for selection of boundary conditions and verification of numeri-cal solutions. The calculation process runs in a thread which is separated from the event dispatch thread due to thefact that calculation can take a relatively long time. The performance of a software system is confirmed by the simulation results which are in good agreement with the ex-perimental data.
