Author: Golovina E.A.
Visitors: 8310
The article discusses the automation features of information processing system for human resource develop-ment management in the machine-building enterprise. The author brings up an issue of the need to improve this process through the development of a common approach to information processing and decision-making. The author also suggests a model of information processing based on the Shewhart-Deming cycle of continuous improvement. A staff development lev-el analysis is described in detail as a problem of handling a complex structure of indicators which are difficult to formalize. According to the author, the main feature of staff criteria is the fact that they have critical levels. To account this feature, an indicative approach to the problem as well as a corresponding methodology is suggested. The methodology determines the construction of a priority vector for staff development in the task on the basis of the analysis of the level of development of group criteria, as well as a global criterion. The article presents an algorithm of implementing a software package and de-scribes its features. The choice of Delphi 7.0 environment is explained using the Oracle databases tools for software system development. Based on the consistent application of the competency approach, the author proposes a universal structure of staff data for analysis. A base for information structuring is the concept that is typical for constructing professional standards. The software package is designed for HR managers who plan staff development activities. The developed software package has been tested in a machine-building enterprise and showed its effectiveness.

The development of corporate telecommunication networks is connected with provided services list extension and increasing requirements to its quality. The main trend of service development is a significant reducing of service provi-sion active time due to progress in the field of telecommunication technologies. Telecommunication network is developed by an administrative management system in accordance with changing telecommunications services requirements, application conditions and developing communication technologies. Significant quality and quantity changes of a managed object require administrative management system changes. The existing methods of analysis, synthesis and optimization, which are used in solving tasks of administrative management system development, include reengineering of managing and technological ad-ministrative processes. However, these methods are oriented to a wide class of problems and are not adapted to integral reen-gineering of communication services management processes. The article suggests a planning method to solve the substantia-tion problem of management system perspective modernization direction. The method is based on describing management system using eTOM methodology on a technological processes level. Depending on planned changes of a telecommunication network at the level of services, the requirements to the management system are offered to predict. Based on the requirements to administrative management systems capabilities, supporting telecommunication services list, the authors suggested a new approach to choosing perspective modernization directions (a set of processes). This problem can be solved using the algo-rithm of resource allocation optimization on reengineering processes. The result of this method application is a plan (pro-gram) of management system modernization. It determines a set of processes for reengineering, a required resource level and modernization activities.

The article considers the methods of decision-making support in complex manufacturing machine-building projects management based on analysis of the project’s predicted effectiveness. Predicted effectiveness is evaluated on the basis of goal attainability indexes. Calculation of attainability indexes under uncertainty is made in accordance with the proposed algorithms using the integrated project model. Coefficients of experts’ confidence in the attainability of the initial goals are used as source data. The values of attainability indexes are adjusted during project implementation on the basis of actual values of goal criteria indicators. The authors propose a modified algorithm of goal attainability index calculation. It allows estimating the potential impact on the process of external events. Analyzed events can be associated with various types of logical relations. Their impact on the project goals can have a different degree of influence depending on current stage of this project. The algorithm allows calculating measures of belief and disbelief to the possibility of achieving the goal under the influence of events that represent, respectively, the cumulative positive and cumulative negative impact of external factors on the project. The paper presents the analysis of complex manufacturing projects management problems in which the proposed methods can be used. These methods are implemented as special software of the information-analytical system for decision-making support. The article describes the procedure of applying this system in machine-building enterprises. It also considers an example of practical use of information-analytical system for decision-making support (IASDMS) in the project of creating a traction electrical equipment set of hybrid drive vehicles.

Emitted to the air harmful impurities not only destroy wildlife and have a negative impact on human health, but are also able to change atmosphere properties, which can lead to undesirable environmental and climatic consequences. Therefore, nowadays the problem of reducing pollutants has become especially important. This problem can be solved by a closed control system “Nature–Technogenic” (CCS NT), which ensures minimization of pollutants from technogenic objects by regulating cleaning aggregates for these pollutant sources. The content of pollutants in air flow is largely influenced by the meteorological conditions, such as the speed and wind direction (V), temperature (T°), humidity (W), pressure (P). They affect the accumulation and dispersion of harmful substanc-es. In this connection, the problem of control in CCS NT is continuous provision of meteorological support. Therefore, it is necessary to develop the devices of meteorological support (DMS), including blocks of accumulation, meteorological data processing, input into the control block for treatment units in order to compensate unwanted deviation from given criteria of sustainability and quality of CCS NT as the ACS. The solution of this task is impossible without development and application of CAD DMS. The article describes the process of creating and testing CAD DMS subsystem, which is a necessary tool to design CCS NT.

The article describes the means of obtaining numerical values of grain quality parameters of extruded shredded wheat. Extruded production quality depends on grain durability and uniformity. The final product application range can greatly change quality requirements. Granule durability is estimated by a normal voltage impulse, blending and uniformity – by the shear stress impulse arising in the work materials during extruding process. Based on the mathematical model which describes the production technology, special software was developed. It allows calculating technical and economic data (productivity, efficiency, power, pressing time, force operating on working bodies, torque effect, as well as normal and shear stress impulses). Carryed out physical experiments helped to get numerical figures of grain durability, destructibility and an increase of granule volume due to certain kinematic, geometrical and design parameters of an extruder’s screw. A computing experiment with the developed software was carried out using the same parameters. Empirical dependences, which connect indicators of finished goods quality with impulses of normal and shear stress were obtained using the second software appli-cation. Special surface responses were created to improve visualization of the results. The responses graphically display du-rability, destructibility, volume increase in normal and shear stress impulses. Thus, it is possible to predict numerical criteria of finished goods quality making computing experiments (using the first software) and varying a wide data range. It allows creating extrusive equipment with set requirements and characteristics at the outline design stage.

The paper suggests implementing a new concept for 6 Party Logistics (6PL) by analogy with 5PL provider. It is based on the technology of management by conditions in multi-actor integrated information environment. The article de-scribes the results of the analysis of modern levels of logistics services and their implementation features in the context of modern information and communication technologies that are used to build the shared information space and virtual interac-tion of logistics supply chain members. A 6PL provider concept is proposed. On the 6PL level the logistics supply chain members interaction conditions in integrated information space are formed. These conditions are presented as contract agreements that reflect the cases of permanent cooperation between the actors. In contrast to 5PL provider that does not change the interaction conditions and makes no limitation of actors’ decision-making, the 6PL provider can develop new contract agreements that determine long-term cooperation or competition between the actors. The paper provides a list of software components that implement a concept of 6PL provider. The 6PL software platform can be introduced as a part of logistics supply chain resources management system, a manufacturing scheduling sys-tem, Web portals, an enterprise resource planning system, business processes simulation and decision-making support sys-tems.

The paper addresses the challenges of implementation of Internet of Things concept when solving the prob-lems of distributed diagnostics in a technical sphere and medicine. To implement data exchange in a sensor network as in an open, distributed and self-organized system it is proposed to develop multi-agent software for diagnostic devices. A mediator agent pattern is proposed as a solution, that implements intermediary functionality in wireless sensor network (the network powered by such a software is called a Mediator network). The devices for data processing under the mediator agent control implement not only their direct purpose, but also take part in data transfer between other devices and adapt time sampling in-tervals. Load balancing is provided this way by load distribution between the sensors according to events velocity. The paper describes the functionality and architecture of a mediator agent, its pattern in the form of UML classes diagram, and imple-mentation features for a sensor network under control of FreeRTOS free real time operating system. The described solution was tested in practice for one of the medical monitoring problems to implement the intravenous infusion monitor. The bene-fits of the solution include adaptability of nodes connections according to the current load, interoperability due to reconfigu-ration, self organization, and the possibility of new nodes to be included themselves and failure tolerance.

The application of the statements from the theory of developing genetic algorithms to solve the problems of computer-aided design of forging preparatory transitions demonstrates that the suggested approach seems reasonable for solving problems in CAPP of shaft press-forging, which are difficult to formalize. The paper describes developed genetic algorithm for computer-aided design of shaft press-forging main transitions. The standard procedure of the main forging transitions is exemplified by rotor-type shaft forging. The authors discuss the algorithm of forming the geometry of the steps on blanks in each transition; introduce a concept of relatively displaced volume as a value that correlates with the duration of forging. On the basis of this concept, the condition for the forging process termination in each transition is formalized. The genetic algorithm for computer-aided design of main transitions of shaft press-forging is developed on the principles of the theory of probability and mathematical statistics. The algorithm has the properties of self-improvement and auto-adjustment to manufacturing conditions. Thus, it simplifyes CAPP system user work and creates preconditions for a successful replication of the shaft press-forging system at various enterprises.
